Viewed individually, let alone together, North Korea’s initiatives represented the most promising signs of change on the peninsula in decades. Whether by desire or by necessity, the North finally appeared to be responding to the long-standing concerns of the United States, South Korea, and Japan.Equally important, Pyongyang seemed to have abandoned its policy of playing Washington, Seoul, and Tokyo off one another by addressing the concerns of one while ignoring those of the other two.
